The Scheme was formally launched on 18 June 2003 at the Hong Kong Cultural Centre. The officiating guests for the launching ceremony include:

Mrs. Carrie YAU, the Permanent Secretary for Health, Welfare and Food;
Mr. Lawrence WONG, the Chief Executive of Hong Kong Jockey Club;
Dr Raymond WU, the Chairperson of Rehabilitation Advisory Committee;
The Hon. Bernard CHAN, the Chairperson of Hong Kong Council of Social Services;
Mr. CHEUNG Kin-fai, the Chairperson of Hong Kong Joint Council for the Physically and Mentally Disabled;
Dr Marion FANG, the Chairperson of Arts with the Disabled Association Hong Kong; and
Ms. WANG Yuan, the President of China Disabled People's Performing Art Troupe (CDPPAT).

The launching ceremony was followed by the first of the five performances of the CDPPAT in Hong Kong. More than 1 500 PWDs and their carers participated in the launching ceremony cum performance of the CDPPAT at that night.

In addition, CDPPAT also conducted four workshops under the Scheme to share experience with local trainers, teachers and arts groups for PWDs.
